If you have good computer skills, skills that show you have research, problem solving, analysis and so on (i.e. University education or a mature outlook) then you have a good advantage - I assume Paradox looks for people they know are going to take the Beta process seriously (i.e. not just getting to play a game early) and will have the time to be able to dedicate to the beta process and at least try and keep that comitment to the release date.
But I suppose being well known (and helpful to newcomers, help with paradox game inquiries and so forth) is as important (I couldn't honestly tell you what Paradox looks for specifically in their Betas). I do know that they take a variety of applications based on their computer specifications so as to be able to test a wide array of computers, graphics cards, processors etc to make sure the game works on them; so if you have a really weird setup that would help too.
