When will we get a more comfortable editor ?
I think this is a good question since neither normal mortals are able to handle with text editors nor the EU2 editor cannot alter all the game data.
The base idea of the EU2 editor is not bad.But the depth of the self-made scenarios would be quite better if you easily made your own countries,shields,events,etc...,too.
Will there be a better official editor in future ?
Hopefully there will be one in Europa Universalis 3's release version if any sequel to EU2 is made.
Unfortunately, this is speculation and a wish.
And if not official, maybe unofficial.Maybe there is a capable programmer among us ?! A better editor would bring us much more interesting scenarios designed by the not so capable.

So,I am looking forward to reading the answers.

I'm moving this to the scenario forum.

AFAIK, there are no updates planned for the scenario editor, but I could be wrong.

On the other hand you can do pretty much with the current editor. There are also indeed unofficial applications to change some of the things u mentionned (there is an event editor and iirc some monarch/leader editors - i`m not providing links as I don`t need them myself). For the shields/flags there has been unofficial templates provided which are very easy to use assuming that u have the needed software (some of which u can also freely download). There is no real country-creator mod afaik but that is the easiest part of the text-editting which even an ape should be able to accomplish without making too much mistakes...
So you see, such an editor isn`t needed at all ;)

I already knew that there are some unofficial applications to the editor. And I know that on account of these applications a comfortable editor is not needed at all.And additionally I know that not much brain is needed for a text editor.
But nevertheless such a better editor would be better. Many people work long for their regular jobs,so they have not so much time to work with a text editor (It takes a lot of time with text editors because first you have to investigate how the game functions and then you have to edit). And by the way, these people are often tired and want to relax & have fun with their games.Unfortunately, not everyone has got so much time.
Maybe there is a good neat ;) programmer out there and motivated to program such an editor.Who will take this challenge ?

Well, I`m not that that experienced yet in programming to start anything like that. Also, I don`t think that someone would be able to recreate a map-based scenario-editor alike the official one without having the original source code of the game. That way the official editor would still be the most user-friendly one.
That would mean that the best thing would be just a compilation of all the existing applications which would cause a lot of copyright-mess...

As to scenario-editting with text-editor: well, I don`t agree with you. It could be that I have now been busy withy such editting since eu1 already so it comes easier to me, but still, it doesn`t really cost so much time to find out how things work and there are good editting tutorials available. And if you use the scenario-editor as base for your own scenario, there is much less work ,apart for small readjusting of the data needed. the events and graphics will take more time, but whether u use the event-editor or texeditor, at least for me the time-difference is nihil (only debugging takes more time with text-editor). Changing/adding a country cost about 1 minute... Making a shield and flags-set 10 minutes (considering u have appropriate image at hand). In theory you can have a full working scenario w/o (additional) events and leaders/monarchs within 6 hours - about the same amount of time needed for a scenario in civilization x. (and that without graphical changes, especially for civ3) ;)

Finally, I experienced that editting can be even more fun and relax than playing (and this applies to every game with editors I ever played :))
