The HRE is at the worst point it has ever been. Forming it has become more tedious then ever and practically impossible if you dont become Emperor in the first few years of the game. The only thing this patch has done is make forming the HRE as a nation that isnt Austria as unappealing as possible. Even the incidents are worthless if you arent the Emperor since you are only a single vote in 60 votes so you cant change the result in any way outside of being the only HRE member left. Not to mention the process of IA farming is now even more stupid. You go get the 3rd reform and need to NO CB the closest big country border the HRE and release any minor wich borders the HRE and either have them join themselves (basically impossible if you border them and the country you took them from is weaker then you) or you wait out the truce and use the Join HRE CB. This is the only way to actively get IA without RNG Ruler deaths or waiting passively every month. You also only get 5 IA so to get a single reform you need to free and then add 10 minors to the HRE and you need about 9 reforms before you can reach the Revoke Privilegia Reform. Even if we counted in 2 extra reforms you get from your ruler dying and passive gain and make the IA you lose from the reformation as minimal as possible you still need to add 70 minors to the HRE before you can Revoke in a timely manner. Now to the worst part about all of this, its not fun. Playing in the HRE has not become more fun and the changes only made it less fun in the process.

I've become emperor as late as post-league war and still turned it around into the HRE by the mid 18th century. there are so many tags in the game now that even with two dozen or so of them deleted you can start expanding the empire and getting tons of IA.

Forming the HRE is supposed to be a totally different kind of game, it's not map painting, it's kicking in line a bunch of powers which want to eat each other, it's extremely fun for me at least, In history the empire would fall apart due to these divisions and Napoleon would dismantle it and carve it up for himself.

You should do the same if you hate it, it's not too hard to dismantle the HRE just need to ally with or dec all the electors and emperor and then you can be done with it

Paradox still has a few DLCs to churn out, all fixes will most likely be in there...
I very much doubt the HRE is going to be the focus of another DLC any time soon.

The only thing that needs fixing in the HRE are the Reform Desire Events with all the new tags added, so we dont have Reformation popping ups as early as 1470

And why is forming a centralized HRE supposed to be easy, again?

For my money, the problem isn’t the difficulty. It’s the fact that the squash the reformation part of it feels like it is not really motivated in-game? I.e. I’m only doing it because I know it will pay off in terms of game mechanics. So you end up declaring war on an ally of brandenburg (say) to draw them into a war, making them release a nation so they can have religion enforced on them to get rid of the centre of reformation, then declaring a second war to actually force convert and remove the centre, then finding they flip back to Protestant anyway... I find you get a lot of that sort of stuff when you’re trying to pass reforms, and at least it isnt very satisfying in terms of explaining why on earth the emperor would behave in such a roundabout way. This even when it should lend itself quite well to the idea of a Catholic zealot who wants to enforce religion across the empire (which he is supposed to be protector of).

I find playing in and around the empire very fun, it’s full of flavour and games vary in the direction they take. But oftentimes imperial authority and the reformation are not worth more than a brief interaction, which is a shame.

A while ago I tentatively suggested that the decentralised reforms could be easier to pass, because then they would be better balanced against the stronger centralisation path, and offer a possible option if you become emperor post reformation and the state of the HRE is such that centralising is only going to be an enormous pain to try. I would expect the latter reforms in both paths would be very hard to pass (especially to get everyone on board) but this isn’t really even the case at the moment. All the difficulty is in the religious conflict, and diplomacy/administration etc plays quite a minor role.

I think the HRE rework was good, but has flaws. It's not interesting, nor are the Imperial Incidents- which I had really hoped would've had some kind of ongoing flow and impact. Pretty lackluster, but the HRE is still more fun than it used to be.


They just need to fix the Reformation forming so early because of the extra Catholic tags,and since that makes forming the HRE even easier, maybe balance that out too.
