Many design decision points toward HoI IV is intended to be played on tablet or phone. Actually it would be an awesome game (unchanged) on those markets. Yet I am not aware of release dates for handheld devices. Can we expect porting?

Hints that it was designed for tablets: Huge icons at focus and research tree. The graphics. The notifications all around the edges but strange sizes that suggest finger and not mouse to be used. The draw a line to madrid and won SCW with a single dicision battle method. Or 1 line to Moscow and barbarossa won. The complexity, and number of decision points. The active prevention of micromanaging that would be unfeasible on Tablet.

So an amazing tablet game. But why Surface only? Where is Android and iOS variant?

The UI is definitely not designed for a tablet. All those fiddly + and - signs? Just becuase there's big, user friendly icons doesn't mean its for tablets. Rather, they're there to make it less threatening to new players. Plus the overwhelming amount of information is unsuitable for the limited screen space of your average iPad.
