Fired up a game as Basil I (Byzantine Emperor, Old Gods start), having not played a Greek in a long time. Found that the Organize Varangian Guard decision was missing. Checked the realm_decisions file and found a new parameter was added to potential:
So now it seems that there must be a Germanic Pagan--which itself is passing odd because it's not religion that determines Varangian eligibility, but being in the North Germanic culture group--ruler within 400 distance of Constaninople to fire the decision. So what's 400 distance from Constaninople? Imagine a circle around the city that just barely brushes Rome and Smolensk.
Historically, has there ever been a Norse lord (not counting Rurikids, since they were Slavic Pagan) so close to Byzantium?
Of course I understand that to get a Germanic Pagan into my court and land him within range would be a rather trivial thing, but it kinda cramps my style and bruises immersion. Needless to say, don't count on the AI ever establishing the Guard unless a Germanic player does something janky.
