It seems odd that as soon as you settle, the immediate surroundings are instantly replaced by whatever your horde's culture was. It would be much more realistic for your ruler to adopt a local culture, to represent integration into the land you've just conquered. If you are an unreformed pagan, perhaps the option of adopting the local religion would be useful as well. Of course, these choices should come with a cost of prestige and piety, but they will allow you to more efficiently expand outward from your new home.

Of course, this should be optional. If you enjoy your culture and religion so much you want to force it upon the world, that's just as fine, but there should be some sort of penalty in doing so, like the "new administration" modifier. You will settle into a foreign land, just as if you had conquered it as a non-nomad, and have to deal with the consequences of being a foreign invader.
