When is 1.4 update expected to arrive?

Well, it has an associated DLC pack. They typically announce DLC release dates with plenty of padding to be sure they can actually swing it, so the bare minimum space should be a few weeks but it could well be longer.
DLC and patch are indeed to be released together. TfV had 10 dev diaries, DoD is to be a bit smaller (and we are at 4th one) so 6th of June seems likely.
Wiki counts three DDs as TfV related even though they are not and three updates to one DD as separate entries.

6th June might be a thing again, or rather the 7th because that one is a Wednesday (they always released DLC at their respective streaming day lately, didn't they?). In any case it will be June at the latest so they have time to put out a few hotfixes before they leave for their month-long summer holidays.
I think last time it was 5-6 weeks between trailer and release so I would say first week of June, they still have a lot of problems with the code so no guarentees but that could be a good guess.

But I guess anything after 2016-12-15 could be excluded, but then you got the ones that don't have anything really to do with TFV. But they are considered to be part of the Together for Victory expansion and patch 1.3 DD set. Idk I guess it depends on you you categorize them... Wait what are talking about again?
As for 1.4, and the Country pack? At Least sometime before their summer vacation. I would think sometime this month or sometime early June.
In today's DD, they seemed to hint at that there will be at least 3 more dev diaries (2 non-AI and 1 AI) so the last week of May would be the earliest but most likely sometime in June.
Paradox took a summer break for a few weeks beginning around the 24th of June 2016. In 2015, it was the 10th of July. Based on this information, we can expect the team to be targeting a release before the summer holidays, which will be late June or early July.
We can also make some other inferences. There must be at least two more Focus Tree dev diaries. Yugoslavia and Czechoslovakia were announced, but have not yet been presented. They have announced that next week would be about equipment conversion. The free patch is going to contain an air-warfare overhaul, so we will get a DD with that topic. And we will probably get another AI update. At a stretch they could do a music / graphics update again.
Since they can combine multiple things into a single Dev Diary, I would say there is a minimum of 4 dev diaries to go, and they could stretch it out to 6 dev diaries if they needed more time. 6 weeks would take them to the 14th of June, which lines up with approximately the latest date they could release the patch and DLC while still leaving them 1-2 weeks to do a hot-fix, depending on what precise date they are going on holidays this year.

Most likely, an agonizingly long amount of time
Seeing as how they haven't demoed their air war overhaul yet, and once they do there will still be more work to do on it, you can expect to wait at least a month.It would be nice if they would do bug fix patches between major patches, instead of using mega patches/dlc that make their users wait for months to have major problems fixed. I understand that it is simpler and more efficient in terms of man-hours to have fewer release candidates, but it is also dumber if you are trying to sell a product that is widely perceived as needing work done on it.

Hopefully end of May realistically early June, if something goes bad Mid June, and if we're we're very unlucky July.
as @Johan likes to say it will be released when it is ready.

2 nf trees, another ai diary, air warfare, maybe music and art? That's at last june. I'd guess 4 to 6 weeks. Is there a sweep stake going?
Based on past experience, a hot fix is much need after the release of a new DLC, so I hope they can release it at least two weeks before summer vocation. Otherwise we might get stuck for a DLC with lot of bugs for the whole summer.
June 6th. It is a Tuesday. Gives them a few work days for emergency hot fix (inevitable) and a few weeks before summer vacation in case something is really screwed up and needs a big fix.
