When I have cores on enemy land, I can't not take it in the peace deal?

I'm playing as Nationalist China and I went to war with Tibet because they refused annexation. I decided I just wanted to puppet them instead of annex them, but for some reason, even though I removed all of the core provinces that were automatically added to the peace deal (and I know that the only thing in the peace deal is puppeting because it says 70%), it still takes all of my core provinces besides the capital and then puppets the OPM. Is there any way of fixing this?
