It's still worth it when you get to the province already partly sieged. Say if you find it with a 500 garrison you can safely assault it with a 10K+ army instead of waiting for the ticking to grow from -60 (specially if there's attrition)It should only be attempted with a minimum 10x garrison strength preferably 20x to reduce losses (but less if the walls are breached). So in answer to your question it is only worth doing when you can sustain a 40k infantry only stack without reducing the strength of your main armies. However, now that you can't 100% a nation who has allies in a war before 5 years are up it's pretty much never worth it.

Best time to do it is when there is a big stack of French troops supporting your siege.
