Interestingly enough, I've noticed this too just today. This means one REALLY has to make sure general industry has good access to transportation because they are constantly moving tricks in and out. It is generally best to import your own specialized industry resources to export to your generalized industry. A word of warning though; this effectively doubles the number of trucks on your roads so try to build these specialized industry in places with less road traffic or nearby cargo terminals.

I use mostly one way rounds in my cities, particularity for Industry. It was in my lumber district that I discovered that your specialized industries feeds into itself. As my trucks were leaving the area and doing the big circle back around taking a long time and causing unnecessary traffic. I had to build in a one-way bypass that feeds back into the start of the lumber industry district and you can watch all these trucks circling through it. Green traffic all the way throughout my industry.

If you have specialized non-renewable areas you have to make sure they have direct access to the inter-city highways, otherwise they cause a lot of outside traffic to enter into your cities.
