When do you think is the best time build a building or district? I have been waiting until there is an unemployed pop on the planet so I don't have people promoting themselves out of other jobs. Is that a good way or should I just build buildings I advance?

Buildings produce much more valuable resources so I'd say you build them as soon as you can afford to run them without hampering energy/mineral/food production too much (only when you need building resources that is).

I usually build my economy around the assumption that after a certain point, there will always be one or two worker jobs unfilled on each planet. Waiting for unemployment is not necessary and it means that you lose out on the production of that pop for as long as it takes to build them a job. You lose less by having on average half an unused district per planet.

As I get more planets I tend to worry less about micro and prebuild a bit more. I'll aim to queue up 4 or so building projects when I look at a planet and then leave it for a while. I generally do allow some unemployment to build up once I get to that stage.

Generally, I try to avoid unemployment.
Unemployment causes emigration push, while open jobs cause immigration pull. So it's a good idea to have some free worker jobs and housing on each world, once you get your first migration treaty.

However, I can't be bothered to actually constantly check my planets for how many free jobs they have. So I still wait until I get the unemployment alert, before I build new districts or buildings; and then I simply build a few at once.

Asap. I'd rather have pops doing building jobs then random district stuff. Like would you rather have a few more farmers or researchers? Sure, sure if you are running low on food just swap it out for miners. If you are low on both, get better :p

edit: If researchers are not your thing, then just use some other building, consumer goods etc etc

When you build your buildings/districts is a matter of which upkeep you struggle the most with, but either way you want to build as close as possible to the time when the building/district will be used. If you have trouble with energy upkeeps then delay building until you have an unemployed pop or two, if your more limited by food or consumer goods then prebuild slightly before you have the pops needed to run them. Because consumer goods tend to be the big bottleneck for your typical empire this usually means you should prebuild.

Early game: when there is unemployment.
Late game: Clerks are the buffers. Have +1 spot from Prosperity and more from commerce center building. So i build new building when can afford and have purpose in that. Later in the game i am fine with basic resource so it is more about alloys/goods/science.
Sometimes: Build a bit extra so i can move pops around depending if i need more farms or energy.
Sometimes: Long qeue. Late game i just do not have time to check constantly so migh as well set all 5 buildings in line.
