When can i release jerusalem no more and some more

I am playing a game as Ethiopia and i plan on conquering all the areas up to jerusalem. When is it not possible to release them anymore? I have seen that some countries can not be released after a certain date.

And does anyone know how fast BB points go down? I took most of Zanj and that earned me plenty of BB points.

You're orthodox so isn't possible. And what version of EU2 are you playing? (vanilla, AGCEEP, WATK, NAJF, etc)
