I'm at current tech, I've researched them and I can't build a single Furnace in 1706. Anyone got any ideas? (I'm playing Ironman, so no mods and no weird stuff on my end.)
Figured it out now.They are unlocked with admin tech 21, so around the 1660, but you need coal to build them which require the Enlightenment to be present in the province where they are latent to spawn, so in practice anytime after 1700, but it depends where the institution spawns, where you are and what spread you can get.
IDK man, at the time when you can build universities - certainly by the 1700's - I usually build one in my capital. Partially because it helps with Concentrate Development for cheaper coring, but the real reason? Can you really be a leading power without a grand, prestigeous university in your capital? Nay, I say! 250 ducats or whatever a University is isn't exactly back-breaking to fund at that stage of the game either.Because really, if you have a choice to dev a 5 dev province or a 25 dev province, where are you going to spend your power points? And since you only build Universities in provinces you are actually going to dev, you fall into a black hole of weird game logic.
And if you want to role play, that's fantastic. But from a maximizing the most bang for your buck, building a University in a 40 dev province is pointless, while building a University in a 3 dev province is priceless. I mean if I have 200 power points I'd rather dev mil 4-5 times over 1 time. The point is, when I target provinces to receive Universities, I go for the lowest dev cost provinces and 3 dev cost provinces if possible.if you're actually minmaxing, by 1700 you're so stupidly rich it doesn't matter
you drop universities in your biggest cities both to fish for the initial spawn or to help enlightenment spread. there is very little reason it should take you longer than 1710 to embrace it (unless it spawns on wrong continent, but that has a bad tendency to crash the game in my experience)
No, you don't get a free slot. Sorry.Maybe I'm misremembering, but don't you get to keep the free building slot if you delete the university after having built it? If so, there's your incentive for building them in high dev provinces.

Usually the AI will build universities in their capital or certain high dev provinces. If they didn't, Enlightenment would spawn in the player nation 100% of the time, which clearly isn't the case.neither does the AI since not one single province has a University in it in 1709 of my game.

This sentence is very wrong. There's little-to-no correlation between what the meta is and what the AI does.So, obviously it is not a meta if even the AI is unaware of it.
