When and what to use force attack?

What to use it with? Tank divisions? China has a national spirit that reduces the cost for force attack, any use? Same with japan, they also have a national spirit that reduces cost for force attack.

Sure there are uses :
a battle continues longer.

For example an naval invasion . That gives your air-force time to do more damage, so that you can take the Port

Another use is if you really have to stop an enemy division from marching forward: You attack it with one division and do to force attack they stop them long enough that you can move new divisions into the way of the enemy Division.

You only have infantry but need to push the enemy back. Force attack helps here to keep the battle open. Thats especially useful, when the enemy has only 1 division in the battle left, your org is running out and starting a new battle with new divisions would bring more enemy divisions in. If you are lucky the last Division gets pushed out and you get the province.

Generally when you want to take a province no matter what the cost - though it's worth letting your ORG tick down a bit so as to not suffer the strength losses immediately. There are pros and cons to doing that compared to stacking divs and attacking in waves and generally not force attacking is better, but there are times where it's your best option - especially when the reward is a big juicy encirclement.
There's also probably a very nice use for when you want to win harder than you already are - I'm thinking Germany against a buffed Poland, for example. Not losing ORG also allows for easier rolling offensives assuming you don't take much strength damage.
