when a province has separatism but has no foreign cores, what determines the rebel tag

I was going to add in the title "and is owned by the primary nation for it's culture" but that wouldnt fit. So as the title says, if i take a province, and nobody but me has a core there, and I am already the primary nation for that province's culture, it has been my experience that sometimes you get rebels for tags that dont have cores at the start, like banten for example, but not in all cases. What is it that determines what tag the separatists side with in such an instance? The reason I ask is that I sometimes like to try to play obscure or rare tags, and this could be useful to know to put some of them on the map.

I am not 100% sure on the priorities but I think its seperatist --> particularist if and only if they would be your own separatists cause I think they would be allied to you (blue rebels) if they were your culture. Might also have peasents in there but i think that's only with no separatism.

I see it a lot in Russia runs, this makes me want to check.

Particularists are separatists for your own country. So if the game wants to spawn French separatists but you are France, it spawns particularists instead.

As for getting other random tag's separatists, they should only spawn on their cores, so check for dead nations.

I always get particularist in those situations, unless something else happens in the province: if you send a missionary you can get zealots, if it's own by the nobility and they are disloyal you may get Nobel rebels etc...

thats weird then, I know that by messing with the console (only tag switching, winwars, and removing cores) i was able to get banten separatists to spawn in banten. Banten is not the primary nation of any culture, and has no cores at the start, and i certainly did not add any. In a similar vein, there was this post awhile back on the reddit: https://www.reddit.com/r/eu4/comments/5remrl/how_to_play_as_lanfang/ where somebody does something similar to make lanfang rebels spawn. pretty sure lanfang is not the primary tag of any culture either. While this also used cheats, nothing was done that cant be done without them. Thus, there must be something else going on that causes such rebels to appear.

Certain country tags are flagged as Revolters. They can only appear if a province of their culture has rebels without a valid primary tag (other than potentially them), so they're extremely rare in the best of circumstances. I believe they removed the geographical/religious requirements, but it's been a long time since I tried to spawn a unicorn (the craziest revolter tag was Jalayrids, who could only spawn from a Sunni, Mongolian Baghdad. You had to do it as Mongolia then do the bankruptcy-culture-shift so that Mongolia was no longer a valid separatist target. Fun times.)

Banten, as @estile606 talks about, is one of them. Karelia/Sapmi are among the easiest to spawn, since no other tag shares their culture.

That's all true, but the mechanics changed in the 1.23 patch. You don't get Separatists anymore for tags that do not have any cores. Just try it with Sapmi (also one of my personal favourites), as you say it was easy to create them previously, but now you only get Zealot rebels, Heretics, perhaps Particularists, but you do not get Sapmi Separatists anymore.

That seems like a bug, then. I can't see how removing revolter tags from the game was a conscious decision.
