What's your prefered means of raising prestige?

Is there any favourite strategy you employ to raise your country's prestige? To me, it seems often the best (as a smaller, non-colonial nation) is to simply have higher defence spending, but perhaps there are other more efficient ways I am missing.

First war and then culture tech.
