You are analyzing 1 out of the 2 possible choices Paradox will make, so all this could end up in nothing if they say that China will just remain united as they currently have it.
The decisions about China were made a while back.
In all honesty, this thread, if the devs see it or care, would be in DLC.
But I agree that the maps are showing a bit too much autonomy. It's more of a CK2 feudal structure than anything. By 1936, CKS didn't have rivals as much as underlings who may or may not give full throated support.
