What's with the dog?

I've noticed in the naval designer ever since BBA released there is ether a placeholder or a Dev meme or a Easter Egg (IDK which it is) in the Light Cruiser interface. It's a Doggo with a weird hat and a phone... It only happens when you put a Light Cruiser Battery on specific slots. Furthest to the top left in a early hull and 2nd to the top left in a 36 hull.

What's up with this?
