Because if it was a decision why would you ever not take it?
You can wait until you are fairly close to death but right there and start it up as opposed to now where you might get it at a sub-optimal time and then have to evaluate if it is worth going for right now.
Like your reason for wanting it as a decision so you can choose what character to get it as and get easy well timed succession is the exact reason it is random
Also as said above if we make it a decision it would become realllly boring reallllly quickly.
