A warehouse enables a business to stockpile goods, to build up a full load prior to transport, or hold unloaded goods before further distribution.
It's a buffer for times when you experience hiccups in the supply chain.

The producers have limited storage space. When they fill up they must send it out. This doesn't always sync up with the buildings that need that resource. Now think, would it be useful to have a place you can store some of each resource so it is assured to be available when the next step in the chain needs it?

Put a cargo train terminal with an outside connection near them. Problem solved.when all your trucks suddenly feel like driving off the map to export crops and you don't have any alvailable?

I set up a train near every industry area all with access to the outside connection. They use it but you are right not as much as they should.Yeah I noticed that about the new industries... They really seem to favor road connections instead of rail connections which can suck if your trying to keep all these new trucks from clogging your roadways
