I was thinking about this, when I played the open beta I thought there might be some weather effects throughout the game, which would make people demand or prefer these. Or maybe I haven't played enough yet to encounter any rain or snow?

...and a meteor shower...Don't forget that those covers provide shelter from the ever-shining sun!
Also, they have a bench to sit on. An uncomfortable bench designed to prevent homeless people using it as a bed. But slightly better than standing.
(note: I don't remember if CiM's better stops actually have benches. But real-world shelters do!)
