What's the meaning of purple infiltration level bar?

It corresponds to the task that's being carried out. Every bar is 10 Intel. Don't have nemesis atm, but it should be the same for different operations

Why is it showing the required Intel of the current task? You can't start another one?
Or is it the minimum Intel you keep and the blue/green part of the bar goes down after some time? Need to take a closer look again.

Minimum infiltration required is the correct way to put it, something I didn't realize at first. Your infiltration level has a maximum so for example, gathering intelligence provides +5 infiltration level for 10 years and stacks up to +20 and provides 5-10 Intel upon completion and -5 infiltration level.
If you are noticing decreases it means infiltration is less than Intel.
