What's the formula for turning a general into a ruler?

A pirate republic has a government reform where you have no heir, and when your ruler dies an admiral becomes the new ruler according to a formula from the wiki. If you have a combined pips of more than 9 excluding siege, you have above average rulers in the long run.

Is it the same for generals becoming rulers for example from the Prussian Stratocracy reform, or is it based off siege instead?
