Does a tribune have any effect while he's not actively in command of an army?
The game automatically suggests 4 chars for each legion, but we'll rarely divide the legion into 4 parts.
They don't seem to earn anything. Don't know if they count as jobs?
Is there anything I'm missing here?

I'm pretty sure they have no effect while not in command, but it counts as a job

sometimes the tribune bugs out and indeed isn't counted as job.
easiest work around - go to the army and make the "newly" appointed tribune as commander,
let 1 day pass,
switch back to the commander you wante
job should be counted and family loses scorned stat

This is correct, I use the same 'workaround'

Is there an easy way to rearrange the order of legate/tribunes? I wish we could just drag&drop, but it seems they have to be fired and rehired???

You go to the army menu and use the old window to select commander. I'm not sure if this is an exploit, or a workaround of the job calculations failing to account for them though.

As much as I like the legion concept, the UI for managing Legate/Tribunes is suboptimal. Sometimes you need to do changes from the legion menu, but sometimes they are greyed out with no displayed reason and you need to go to the unit window, when having selected the unit on map. I constantly fail to get the characters in place I want to have there and especially after dividing and remerging parts of a legion, I have the feeling that things get mixed up. I'm far from playing with the amount of control and strategy I would like to have here (like giving Tribunes troop types which fit with their military character traits) :( Maybe I'm missing something, but the mess started already when setting up the legion. I wasn't even asked to pick the initial characters in the legion.

I'm honestly at a point where I'm almost regretting having set up my legion. Sure, it is a force when those 25k HI/HC/LC beat up AI stacks which have usually halve the number and the 6 Engineers make for fast sieges, but interface wise levies are easier to handle.

That's on of the moment I wish old days manuals back, which tend to explain such UI constructions fine. Of cource, making stuff more simple and intuitive would be an option as well :)

from what I get you can choose/replace all Legion commanders from the Legion menu, then, in the army interface, you can switch who is leading the army effectively (which is very exploitable, like during events, before the loyalty hit I just switch who is the actual commander and then replace the soon-to-be-unloyal character with someone else, or even dismiss him entirely)

if you split the Legion, or create a new unit from it, the first tribune will be selected as commander and you can split the Legion a maximum of 5 times (I think, 1 for legate and 4 for tribune, toh I've never splitted it so much)

I agree that, in general not just speaking of armies, the ui is not very consistent

I almost forgot, tribunes that are not commanding the army get nothing aside a stipend (I think) and a loyalty bonus from being selected.
however (don't know if WAI) while legate will count towards family jobs satisfaction, tribune doesn't (at least, not until you split the Legion, making the tribune a commander)
