Is it normal for a country to get a 5 year truce against another country that lifted their guarantee?

Example: I guaranteed Bar waiting for a truce to expire. As soon as it expired, I lifted the guarantee and attempted to declare war but saw the truce returned. I guess this isn't a bug but a way to protect against trickery?
