All these decisions, looks like a power struggle decision tree? But there's nothing in my decisions tab. I collapsed some to make more obvious places fit, but I promise its not in those either.

In the little menu when you click on the flag, the balance of power

If you click on the highlighted rectangle area, it will open up a decision menu:

Thank you! The Greek one I'm used to is just in the decisions tab, I wasn't even aware this was a thing. When I click the dropdown alert, it just opens the decisions tab which is not apparently related.

With Ethiopia, another unique situation is with the Local Development decisions. Those also won't show up in the Decision menu, but only on the map, for the specific states in question, when you have the decision menu open.

These won't appear until you take the following development focuses. I drove myself nuts the first time these were unlocked, as it took a while to figure out where I could select these decisions.
