What's Genoa up to?

I am playing France in the late 15th century. Got a modest badboy (9) and good relations with many neighbors. My alliance is a fine one, not at war and Genoa has none. Our relation is +200 consistently but I can't seem to get them into my alliance or get mil-acces to their lands. Why not?

Me=France, Scotland, Navarra and Savoy.

You see BB by hovering over the sentence below your flag in the diplo screen. "You have a slightly Tarnished reputation".

Oh ok thanks. I think maximum nations in a alliance is five. (Atleast it was that way in EU2 IIRC)

Sounds reasonable and strange I never noticed. Time for me to kick out Savoy and get Genoa in.

I might have forgotten one of my vassals, Papal states or Luxemburg. The 5 max explains it all, so I know what to do now.

i count 5 , which is max if involving a human player.

I am France, so there is another one, an insignificant member which can easily be pushed out of the alliance.

And there should be a tooltip to explain why you can't propose to join your alliance. Just hover the mouse on the greyed option in the diplomatic window.
