As I understand it your intrigue only affects your base plot power, but that's only ever a small fraction of what you need to reliably trigger a murder plot. So base plot power vs easier to recruit plotters?
In my opinion, diplomacy if you are an independant ruler, and intrigue if you play as a vassal, because if you manage to become spymaster for your liege, you can basically murder anyone in the realm (your ruler, above all ^^ ).
I believe, the best way is Don Juan method.
-Seduction focus
-Have few lovers
-Marry them to your targets court positions and key positions are preferable
-Invite them to your plot
-Kill target
