I'm sure you can post a report on the problems with the German translation in the Bug Report forum. It will be given to the German translators who hopefully will be able to solve these problems.I'm GER and i play all my games in EN anyway. German translation mostly sucks, lacks depth and is mostly incomplete anyway. I wouldn't rly mind having the game in english only and have more ingame depth.

I only speak English and I'm perfectly fine waiting a couple more weeks for the patch for translations. I would be upset if I didn't speak English (hey, Paradox is in Sweden so they could just release it in Swedish, although I don't know where the DH devs are) and I saw they released the patch only to go "damn I can't play". Also, a factor is distributing the patch. I don't know the details, but I do know that most things have "big" patches with a few small ones to fix critical bugs because less patches means spending less money on internet or paying Valve or however it works. DH has a small budget compared to the main games so it probably has an impact too.

It's one of the most annoying+unrealistic things to have a division stop my 24-man stack marching through Siberia just bc their org is low. You can deal with that with 'support attack', but even then, the first wave of troops could be routed by a corps in a day's worth of battle. It's an issue in all large-province sections of the map.
However, moving units shouldn't reorg to full org... there are supply difficulties with armies on the move, there are bottlenecks, unit delays (a division isn't a single block of 13k men moving in a column) etc. and it doesn't make sense for units to reorg to full as-if they were reorging out-of-combat on the frontline or at base.
