That's true... that was the last time war was officially declared. The US Congress did pass a resolution on January 12, 1991 supporting the use of force against Iraq if the president deemed it necessary, but they did not technically call it a 'declaration of war'. Since there was a UN resolution that gave Iraq until January 15th to withdraw from Iraq, it would have been a major diplomatic faux pas to declare an official state of war three days before the deadline... besides, there was still some hope a last-minute agreement could be reached.
