The focus of Utopia is internal management and politics. As Wiz stated in the stream, they want to make DLC that focus on a single aspect of the game (with minor features for other aspects).

What would you want to see improved in the next DLC?

Personally, I can think of at least three possible areas: warfare, diplomacy and exploration (can you name more? which ones?).

Personally, I would not want to see warfare DLC next. It is my preference to not play too aggressively and I'd like to see other stuff get more content.

Diplomacy is an obvious candidate, it is quite lacklustre, with few and unengaging options and some cumbersome mechanics. It would be a good area for a huge DLC.

Exploration is my personal favourite. It was pretty much the focus of Leviathans, but by now the magic of the mystery has faded. I look forward to finding some derelict Megastructures in Utopia, but I really want more and more varied secrets of the galaxy.

One last idea is species with unique mechanics, such as the often-requested Hive Mind or species with basic mechanics with a twist, such as the often-requested Silicon-based life.

What are your thoughts and wishes?

Diplomacy should be addressed before unique empire mechanics IMHO, because how different types of empires interact would be most important for such an expansion. Also in-depth diplomacy is a staple of a lot of sci-fi, so it makes sense to expand the game in that regard.

What could be done with diplomacy I don't know, but I want something that makes me want to come out of watching my empire's borders and managing my systems, etc., other than war (I don't wage much war myself and I know many others also like to play more passively and roleplay).

Diplomacy would benefit greatly however from a proper trade system, where the exchange of goods and services is modeled in some way and we have to negotiate with other empires for more than sending or receiving some minerals or a handful of treaties. Maybe an expansion of Consumer Goods to a full-fledged mechanic later on? You could develop your own special goods unique to your empire that other empires want and trade them, maybe another empire reverse engineers them and makes cheaper knock-offs and a trade war starts brewing.

Other than that, a very expanded genetic modification mechanic, it is very barebones right now and there's a ****ton of interesting things and events that could be added.

I know it couldn`t be like in CK (sigh...) but what I want extremely is them being more like people, than modifiers for research/fire rate.

Espionage.

Though as big as "espionage" could be I don't see it as being an entire DLC sized, or large enough for it to be the focus perhaps.

Though I do consider espionage the biggest thing the game is lacking right now.

I say Diplomacy, which in my mind also involves trade, as well as Espionage.

Warfare could also use a major update. War score revamp (ideally with more casus belli for reducing costs and reducing the slog when your trying to claim wargoals against a massive empire/federation) balancing weapon and FTL types, make defensive stations no longer impotent, make planetary invasion more interesting (with having troops on a world for reasons other than possible rebellion actually worth your time) and of course, weapons that can blow up planets, blow up stars, turn stars into black holes, bio-warfare, and other fun ways to wipe your enemies from the face of the galaxy.

What about AI and sectors? This can become way better, Make AI Great Again!)
Do you really want that to be in a DLC and not free patch?
Espionage.

Though I do consider espionage the biggest thing the game is lacking right now.
Not every DLC has to cost 20 euros, some may be smaller.

I agree with op i tend to play pacifist harmonic empires myself. I really think stellaris need both diplomacy overhaul system (federations improvements, galactic Council...) and trade/economy DLC. For let the players who want to play Something out of warmongers grow and have a powerfull empire.

Religion and species culture honestly. There's a lot of potential in allowing the creation of specific cultures/religions that start as single-species focused cultures, but gradually grow to be accepted as time goes on by other nearby and friendly empires.

Expanded diplomacy and first contact.
More features for handling pre-FTL species and primitives.
Expanded uplifting with event chains and possible failures.

Cultures would be interesting if done right.

Trade seems like something that might completely upset the balance of the game, so I'm not too keen on that. It should only be added if it can be done in a way that won't put non-trading species (xenophobes, isolationists, fanatic militarists) at disadvantage.

Diplomacy and Trade. With some of the following:
  • Galactic UN (for "good" guys) and an equivalent Space League for the Extraordinarily Evil (for "bad" guys) - note: on further reflection, this sort of mechanic should be wrapped into Federations
  • Galactic Projects (thinking of the World's Fair or the Olympics but, on a galactic scale), Joint Empire Projects (expanding or reworking on the existing Research Agreements)
  • New crises that can be resolved through "peaceful" means (mass refugees, engineered plagues or diseases, FTLs gone wild, Dark Matter doing weird stuff, etc.
  • Federation Politics and Policies (a similar progression to EU4's HRE including the ability for a president to assimilate members into a single empire, unified Federation Ethics / Gov't, ELECTIONS FOR PRESIDENT, etc.)
  • Espionage... Maybe? Steal X, Y, Z or boost the popularity of a given faction. Seems a little shallow and opens the door for punishment on an empire that doesn't play the espionage game. Covert operations and sabotage initially sound interesting but, I can see it becoming very annoying/spammy in the late game.
  • Mercenary and Slaver Enclaves (as a free addition for owners of Leviathan), Builder Enclave (to assist with megastructures), an Enclave that offers unique type(s) of governments and/or Ascension Perks.
  • Fleet Condottiere / Expeditionary Forces
  • Coalitions
  • Sanctions
  • Food and Consumer Goods as resources available for trade, trade routes between empires
  • New ways to interact with primitives (abduct population as slaves, neuter a planet and turn the population into cattle, levy population as soldiers, sacrifice population to your chosen deity, slowly or rapidly kill off a population, influence the growth of a particular ethic)
  • Overhaul to Frontier Outposts - the ability to upgrade, arm, refit, etc., transform those picket fences into proper deep space fortresses! I'm really thinking Deep Space Nine here.

Titans, Planet Killers and Unlimited Total Wars:

1. Reworked war mechanic:
- allowing much more freedom with peace negotiation (EU4 system?), including choosing demands AFTER successful war
- ability to break the truce and and more freedom with declaring war
- ability to play sinister evil empire with little to zero interest in any kind of diplomacy, focused on conquering/destroying worlds and annihilating/assimilating populations (Dr Who Daleks? ST Borg? FS Shivans? ) - ATM game machanics are giving unlimited obstacles to everyone preferring this kind of gameplay
- enforcing others actions by pure power projection (Why my 200k fleet is forced to respect 1-planet empire's ban to their territory?)
2. Weapons of mass destruction
- Planet killers
- Star System Killers
- ability to annihilate planet population and infrastructure by regular bombardment in reasonable time (ATM it takes few years of full orbital nuclear bombardment to kill single population...)
- intergalactic weapons (SW7 Starkiller station anyone?) and System Defense Stations to protect your territory from these weapons
- ability to destroy enemy planet/system as part of regular war
3. Titans
- Customizable titan ships (number limited to, for example, 1 unit per 40k-50k fleet capacity)
- Titan tech allowing these units to use special abilities (Killing stars/planets, teleporting fleets, Unicron-style eating fleets etc.)
4. More freedom in fleet control:
- customizable starship formations (custom ship class lines sequence instead of cruisers-destroyers+corvettes-battleships every time),
- Splash damage weapons (possible missiles rework, making them useful by giving them significant splash radius)
- ability to spread the fleet or choose loose/tight formation (extremely important after introducing splash weapons)
- More fleet control during battle
5. Reworked ground invasions
- Some ideas:
https://forum.paradoxplaza.com/foru...interaction-and-possible-improvements.994846/

Diplomacy and trade? Ok, but maybe later.

Well, Utopia seems to focus on late game improvements, so I'd like to see improvements to systems across the game now.

-Internal Politics
-External Diplomacy
-More colony events and events pertaining to specific goverbment types
-More anomalies
- Fleshing out government types and politics
-Improving ground battles and warscore
-Trade
-Game optimization (hopefully this occurs with banks too so I guess this isn't dlc, but still)
-flesh out primitives

This is kinda all over the place, so I'd just say diplomacy, trade, and politics.

Leaders

I know it couldn`t be like in CK (sigh...) but what I want extremely is them being more like people, than modifiers for research/fire rate.
this+enternal policies from 1.5 = Stellaris is a game of my dream. Even without anything else

I agree and think this would fit with the theme of politics, diplomacy, and trade. Leaders right now are kinda flat and need events and personalities of their own.

Diplomacy and Trade. With some of the following:
  • Galactic UN (for "good" guys) and Space League for the Extraordinarily Evil (for "bad" guys)
  • Galactic Projects, Joint Empire Projects - new crises that can be resolved through "peaceful" means
  • Federation Politics and Policies (from Federation to Empire, unified Federation Ethics / Gov't, etc.)
  • Mercenary and Slaver Enclaves (as a free addition for owners of Leviathan)
  • Fleet Condottiere / Expeditionary Forces
  • Coalitions
  • Sanctions
  • Food and Consumer Goods as resources available for trade, trade routes between empires
  • Overhaul to Frontier Outposts - the ability to upgrade, arm, refit, etc., transform those picket fences into proper deep space fortresses!

This !!
