Internal factions and proper civil wars.
This would be enough to make it truly EU4.

Some minor modifications to Africa and Amerindian nations. No overhauls, but they need to be able to field muskets without westernizing. A couple of modifiers and decisions should be enough.

Internal factions would be really interesting, maybe something akin to the movements or the upper house in Victoria 2/AHD.

Some kind of overhaul to the AI deciding which side to join in a war should be done too. I was playing EU3 the other day as a Delhi that had conquered maybe 85% of the Indian subcontinent and declared war on Khandesh, which at this point had been reduced to a one-province minor. Bengal was allied with both of us. I had fought by Bengals side in half a dozen wars, protecting them from being wiped out by Deva Bengal and the SE Asian states beyond, even selling them provinces at no cost to make sure they have the land necessary to keep them alive. Khandesh, once again, was a single province, surrounded by me, of literally no importance. Bengal decided to side with them and declared war on me. -_- I don't know what exactly can be done to fix things like that, but it's probably worth taking a look at.

I'd like to see battles getting a rework. You won't see battles like Agincourt, Narva, Kircholm etc. in EU3, I wish these sorts of battles will be possible in EU4. Battles in EU3 being very predictable based on who has more soldiers in the battle if the sides are even by technology helps break much immersion for me. There's no way ~9000 of my soldiers will ever beat ~35 000 Russian soldiers in EU3 as happened historically.

I would very much like to see some kind of goals mechanism for rulers AI. Like if a king wants to be friend with this nation or he wants to conquer that nation ar he wants to spend more or he wants to earn more etc. And if he is skilled - AI should change the nation's behavior to achieve these goals.

Constructing of colonial capitals. Like Batavia for the dutch indies. With this comes a sort of SoI around your colonies that put rebellion down and boost population growth.
With this also the function creating colonial soldiers per region, with a different maintenaince slider. So when i am fighting a war in the North America against one of the tribes I only pay my soldiers in the region full salary and not my soliers in my homeland. Colonial soldiers are cheaper but soldiers trained in the homeland region are better. I also would like to see manpowerpool per region. So that when i am training troops (colonial)in the indies that goes from the (colonial) manpowerpool.

First off: WHOO!!!! EU4 in 2013!!!!:)

Secondly: I'd like to be able to enter into a league or confederation. Something equivalent to a personal union but something that republics and theocracies could enter into as well. There were a bunch of interstate relationships in this period that were stronger than just alliances but failed to be singular states: the Swiss Confederation, the Hanseatic League, the Dutch Republic, the Swabian League, the United States of America and maybe the Holy Roman Empire (though the HRE system in DW is pretty good). I'd be fine with it working exactly like a personal union does in EU3 for monarchies (although I think monarchies should be allowed to entered into these too [think Castille and Aragon, especially during the reigns of Ferdinand and Isabella]). Just have an option in the diplomacy menu to ask an ally with good relations to join you in a league. I'm thinking of this as a way for smaller states like OPMs to leverage their combined power against the larger ones.

I think it's especially important for something like this given the new trade system. It sounds like it's going to be important to control strategic ports. Sure conquering ports will be fun but it might be nice to peacefully control strategic ports through diplomacy like the Hanseatic League did.

- change the style how buildings (province-improvements) are implemented, since when did a king bother if a workshop got builded or not, it should be more privatized

- no need for core-provinces when creating a vasall, theres has to be the decision to just give him one specific piece of land, and not what he wants to, so i can for example make an austria vasall somewhere in india

- Maybe the possibility to create ingame countries from part of your lands including flag, name and colour as well as culture-type

- Sprites for later ?addons?, like the start-sprites from Victoria 2 for some fluent transition

- and pls alter the colonization-system in a way, that i dont have to give it my total focus, just "settle newengland" and automatically there are coming colonists.

I hope that new trading system makes finding trade route to India and China actually matter. It was a huge deal when Europeans didnt no longer need Muslims to trade with the rest of the world.

A bonus to production tech of 1/3 of what a natural scientist gives, 1/3 of prestige a philosopher contributes and 1/3 of stability investment an artist provides.

More trade goods, more balanced goods, and changeable trade goods.

Junk naval supplies in favour of timber, both for housing and heating (growth) and naval construction.

New goods:
livestock, silver, horses (quality horses, which were traded from Arabia to India, from Mongolia to China), silk, amber.

Please distinguish between raw materials (wool, cotton, silk, wood) and products (cloth, chinaware, leather) which should require a manufactory.

Make gold (and silver) into an always-useful resource, not something which becomes worse than grain with time.

Actualy alchemist propably were more something between master of mint(they checked if coins are true), and bankers, or financial ministers. So current advisors, are propably good enough to contain some alchemists as one of them.

I don't know why they have cut this... It was much better than the chinese factions...

I don't know why exactly they cut the feature, but I won't miss it. Divine Wind's Japan was really tedious to play in. Just uniting Japan generally got you dozens of BB points causing the whole world to hate you for a generation. If you were playing a Japanese minor, chances are your main goal is to tag switch to Japan anyway, and finish most of the game under that tag with the daimyo system disbanded on success. It's not a profound lost.

It wasn't perfect, yes. But it was better and more historical then a united Japan without problems in this times. Without Divine Wind you can play as Japan and you will never see the problems of this time. Only some rebels if you start directly in this time...

I hope the make a nice new thing for Japan.

(I haven't seen any discussion on this, so apologies if I missed it.)

From my so far short look at CKII, you can use vassals/allies as reasons to go to war, getting back provinces for them. This seems like it would be a nice thing to have here, too. Or perhaps by the time period it no longer really worked that way? (Not really a history buff!)
