The Russian plan was to more or less resurrect a Byzantine puppet state in the area with some scion of the Russian house as Emperor, correct? I don't think they at that time wanted direct annexations.

This is the first I ever heard of this, directly taking Thrace seems a lot less crazy than that lol

So far as I am aware that plan died out in the reign of Catherine the Great. But it certainly could have happened in the Victorian era.

I don't see what is so crazy about it. It is basically Megali idea Greece, maybe with over lordship over more of the Balkans and Asia Minor. I don't know enough of 1850s Greek politics to know if they would except the requisite Russian overlordship at this point. Though I do believe that Greece would be willing to make some sacrifices to be given Constantinople.
