Faster tech is a really big deal. At the very least, if you plan on going narrowminded, you need to go free subjects. Narrowminded is nice if you have a lot of unconverted provinces.

I have never understood why I would want to take Serfdom. As a western Catholic nation, I will almost always take CAD, for the stab reduction and Gilded Iconography. The only real boost I can see from serfdom is lower stab costs, which are completely offset by CAD.
I usually try to play as a federalized Republic late game for RP purposes.
As catholic Spain, I ALWAYS go narrowminded. I mean, the penalties for innovative are substantial IMO other than the tech bonus. I mean, the love from the pope and much faster colonization are major to an empire that is spending 50 ducats a month on colonies.
Well. Serfdom < -1 is +20% to cultural assimilation.
But it's just roleplay and doesn't really worth it.
While going fully Free Subjects is IMO always a good thing to do, there is to me far less need to go Innovative if playing a Westernized country. With proper trade and economy buildings, you'll hit "ahead of time" penalties pretty soon. At that point, extra research speed isn't worth that much, so being Innovatie at that point is more of a hindrance than a benefit.
For Westernized countries, having Innovativeness at the middle is I think good enough for tech purposes.
