CB's were hard coded in EU2? Although I'm not 100% sure, I'm fairly certain that they weren't. IIRC cores (which give CB)) were part of the country files which were modable. Additional cores could be added/removed via events -- also not hard coded. Edit: ah...yes...DotF and Pope-killer CB's were, as you say, hard-coded.
