I haven't played since the DLC. Fired up a USA game a few days back. Germany +1 difficulty, Japan +3 because I want to play around a little with the naval aspects. Enter the war April 1940. Allies clear North Africa. Japan hasn't finished off china yet and is only about 60% done. OK, not great since I wanted a strong Japan. I tag over to Germany to see how they are doing and Germany is almost out of manpower. WTF! 5MM total, all adults serve, with only 400k losses to date and Germany has less that 700k manpower before the Soviet War even starts. Now obviously they have a large army in the field, but the malus from all adults serve means large scale equipment issues as soon as fighting starts.
Is there an issue with manpower now due to occupation? is the DLC required? Or did I just get a random wonky game.
Also did they do something with political power? I'm struggling to fill out my staff. UK, Italy and Soviets have less than 1/2 of their advisors, staff or research positions filled. It's 1941.
