They only increase manpower hiring in that particular province right?
Why should I spend money on a conscription centre when I can just hire from different provinces and combine them?
I think the only uses are if you have few provinces or if you are at war and need an army quickly.

Yup.

Note that some countries can use these, OE, for example, has a few poor manpower provs, IIRC, and therefore a ConCtre can help. It is also very nice for those countries that war a lot.

I usually do not build many tho.

They also improve manpower gain from that province, and overall support level.

edit: Found the link to a previous discussion - most questions have been asked several times before, but I can savvy that you don't want to slog through 250 pages to find them :p

Silly "no more than x number of conscription centers" people. :D I usually build them in every single province it'll let me :D:D

Also, IMO, by the time you can use conscription centers (if ever, legally) all enemy fortresses will be large to mighty, and the extra manpower is needed just to slowly chip away at the fortress. Unless you're an exporation wimp. Of course then all you need is the tech to sail your Portuguese ships south and east with no attrition. :D :D :D
