What makes Nationalists and Pan Nationalists declare independence? I've read somewhere that they do so once they occupy all of their cores, but that just makes me wonder, what happens for countries that have like tiny islands near them (Like Ottomans, Greece and Egypt) with their cores on them but no land access. Would that mean Egypt forming through rebels would be impossible as the nationalist rebels would be unable to occupy every bit of Egypts cores? Can Nationalist rebels cross borders if they need to to get to the other cores they need to liberate?

Sorry for all the questions, I just find the mechanic a bit confusing and need some assistance. Thank you so much

No, they need to control their capital and hold it for a certain amount of time. If the majority of the nation is occupied then I don't think that last requirement is needed.
