What triggers AI to postpone Barbarossa?

HoI2 had Barbarossa event linked to number of divisions SOV field on GER border and I recently heared that it's pretty much the same with HoIIV but I have no proofs, other than people talking and to some point my experience.
Basically, the idea is: Barbarossa is fired by AI but if SOV have enough divisions on its border then GER will postpone it until certain conditions would be met.
Because in my historical single game sessions AI launches Barbarosssa by Dec 1940. The run was with 40 width divisions(about 60-70 of them) on GER border. But when I run with 20-width divisions they number in about 150-200 or so and AI can wait for a whooping year before launching Barbarossa.
Can anyone elaborate on the matter?
