He rules significant part of my empire, is considered powerful vassal and holds honorary title despot.
Yes he is not ideal physically but why he is completely excluded from succession candidates?
Because he is dwarf?
I can see only my two other sons in that list but not this one.
What traits completely makes you out of imperial succession?

Eunuch, blind what understandable and proven.

Left-handed trait are belongs to the same group, it is inborn, it gives you opinion maluses but it clearly doesn't disqualify you, as I had an elected Emperor with it.

In general most cultures have some sort of left-handed stigma, the reasons why have changed over time, but generally it comes down to wiping your butt prior to toilet paper was done with one hand exclusively and since most people were/are right-handed the left was preferred.
