So... give it away? Or destroy it. Or keep the -10 "too many duchies held" penalty.

I am constantly at three duchies (two de jure duchies and the one titular), and I am paying opinion penalties because of it.
1. The most logical would be to destroy it.
2. Reform the administration to imperial level, give it as a minor viceroyalty to a vassal to increase his opinion toward you.
3. The most creative is to find a >4 counties duchy, divide it to two counts, give one of them de jure duchy and the second one the titular duchy. This way you get two weaker dukes instead of one strong. Why would you want to do that is another thing.

I would rather avoid giving a titular duchy to an existing duke because in case of a treason, you can take freely only one title at a time.

If you are a king, you can hand it to a count vassal for a big opinion boost without them becoming independent. It's titular, so they aren't going to start desiring counties belonging to you or other vassals either. I don't think it gives them any more power either - they still have the same amount of troops. It does bring their ransom value and released prisoner opinion modifiers up a notch, which can be useful if you are going to have perennial troubles with a vassal and their heirs, but you don't want to revoke their titles for some reason (I have been landing dynasty members in my current game and my cousin is relentlessly factioning. About twice a generation I provoke the revolt, then get a +15 opinion for crushing the revolt and another +9 for releasing him (or take the gold ransom if that is more worthwhile).

If you hang on to the title, you do get more prestige per month, however. So if you can manage the - 10 opinion then there's no reason to get rid of it.

Why do people destroy these titles?

One reason to destroy it may be to have fewer AI voting in elective succession, and they're probably more expensive to bribe, other than that you probably want to keep it for the extra prestige.

It also makes it easier to find someone to marry within your realm without taking too much prestige hit for marrying relatives of counts/unlanded people.

Titular titles don't have any lands associated with them, unless you've held them for 100 years as a primary title and the counties flipped to de jure territory. For the most part, there shouldn't be any negatives to destroying the title since it has no de jure vassals.
Can a county drift toward another duchy some way as duchies do toward kingdoms?

I am constantly at three duchies (two de jure duchies and the one titular), and I am paying opinion penalties because of it.

If you're under gavelkind, you can probably give it to a secondary heir; basically if you feed secondary heirs with enough titles then wathever else you keep is for your main heir (most important if the tier of the title so if you're king with two sons and you want primary heir to inherit two duchies you'll have to feed secondary heir two duchies). So it's not a bad idea to farm titles during a reign and hand them over over time. Not entirely sure that titular titles count the same way than non titular ones.

Otherwise you can probably give to a count your titular duchy and if you have worthless provinces in your own duchies demesne you could try to hand those over (transfer vassals); I'm not sure if he would get the desire penalty over your own duchies but it's a way to keep vassal count down; a two holdings vassal count is not of much use and some duchies are a mix bag of good and dirt poor counties.

Better? Why so?

Well one factor is that you are only able to create new MRs if you have less than 10% of total counties controlled by MRs. When I'm playing a super-blob game I'll generally have a few MRs covering different areas of the map and it's harder to keep under the limit if you're handing out big duchies to your MR vassals meaning i can make fewer MRs overall.

How does the game count this 10%? Is it only provinces with grand cities or the total number of provinces (be it feudal, burgher or temple) having a doge as a liege?

Give it to a mayor in your capital. They will make a merchant republic giving you money and helping your tech progression.

I got this just today in my Norse conquest of England game. I used it to break up the large Mercia duchy (it's 5 counties) into two parts to avoid having an overly large powerful duke right in the middle of England (I didn't want to keep it for myself, the counties are not very good for a demense). Since two of these are right next to Powys, I figured it made sense.

(Also, as I continue playing I've realized the other benefit of this: since it's not de jure England, the Duke of Powys doesn't count as an elector for my crown. Makes managing elective succession a bit easier.)
