So, I'm playing for the first time as Rome and I'm now at the stage where I have conquered Carthage and with that I now have foothold on the Iberian peninsula. The problem is, that there are no cities outside of like a handful at the coast. So what exactly can you do with that land? Founding cities everywhere is not really much on an option since it costs a lot of PI and that is one of the only resources I don't have a lot of. Do you need the missions for that? Is there a good way of conquering it and just keep the settlements? Should you even conquer it in the first place?

Don't conquer it at all. Instead, play police and ensure that there are as many nation tags as possible on the peninsula. That way, you get plenty of buyers for your trade goods, the best way to make money currently.
You can make everyone tribal vassals, who will become tributaries on civilising, to ensure enough of a market for your goods as suggested above.

Or you could conquer it all and integrate any large cultures, so that you could have large levies to draw from soon. However conquering Iberia off cartage is far easier than conquering Iberia off natives due to aforementioned number of tags, each with forts that need rending

why do you want to play rome if you dont like romanization? :p

I usually kick out the Carthaginians and conquer the eastern coast of Spain that is where usually the only cities are.
I don't bother going further west as you get stuck with multiple tribe wars and it is hardly worth it..
Better to focus to North Africa and its rich lands.

Yeah... so I tried that: had the mission that gives CB with most Iberian neighbours. Went to war with a big blob in the center, took enough territories to complete my provinces and subjugated them. Then I went to war with some north coalition and did the same, then I did the same with the center-west coalition. Problem is, that in the meantime 1 territory successfully seceded from some west-center tribe, deleting my CB on it. It is now the only territory I do not control, completely surrounded by my vassals, with no diplomatic relations with anyone.

I cannot complete the mission until I control it, I cannot get a CB because I have no direct borders. Only way is to get a -25stab hit no CB war... for 1 f***ing territory! Just conquer them all!

I just conquer the entire peninsula, then create 1 city per province if I'm getting close to PI cap.
If the provinces are getting unruly, give out a few intermarriage/inheritance rights to the majority culture in the provinces in question.
If they're STILL unruly after that (and you're using the harsh treatment policy), then free them as a client state, then annex them again after the waiting period expires.

If you release a couple of partial provinces as client states you can often drop a single CB on one defensive league member and trigger the lot of them. Then transfer occupation to either client state and annex them to the client state free of AE. Client states sometimes build cities with the PI they generate while you integrate them as well.

Taking the land yourself? Unless you're running a 80+ AE (which will get you much less AE) and can maintain a moderate stability with something like Militant Epicurianism or Divine Sacrifices, you're going to take quite a lot of AE for annexing the various tribes and perhaps find yourself with a low stability as well. If you use client states you can save on both AE and PI (only filing 1 claim and perhaps they build a city or two).

It can be hard to follow the historical Roman path because obviously you can't control multiple fronts at one time. A feature for a future Roman government DLC could involve the senate choosing to assign generals and troops to different theatres. They could be put under the command of a temporary protectorate called something like "Legate Genericus' Army" that is charged with overseeing the war.

The issue with following Rome's historical expansion is you can't do multiple mission trees at the same time, so you'll likely only go region by region to ensure they're available. I know Carthage's Spanish mission locks out if you own provinces in other regions, but don't know for sure if Rome owning provinces in EG Greece stops you getting the greek mission tree

Don't conquer it at all. Instead, play police and ensure that there are as many nation tags as possible on the peninsula. That way, you get plenty of buyers for your trade goods, the best way to make money currently.

You can conquer it all and just found colony to buy your trade good, much more reliable then 3rd party, as they cannot rebel and they get extra trade route.

Aren't colonies a thing for Carthage only?

League city would have been more accurate, it is under the colonae tech in the right civic tree for the Roman. Each league city get 2 extra trade route, bonus population growth, minus 4 slave for resource, only export to you, and unlike most subject they cannot rebel. They cost 50 influence to create.
