What to do to form SGF as AUS?

A little help would be nice because I can't understand the decision (too little sleep since release I assume). I recently took Alsace-Lorraine from France, I have all south German minors in my SoI, but I don't have that little bit of Prussia in South Germany though...

Bear in mind you don't become the South German Federation like Prussia becomes the Northern one; you simply turn the territory into a Satellite. I was a little miffed when I realized I didn't get to directly keep the industry I had kick-started in Alsace, but turning those 4 states that you had to worry about keeping in your sphere into a satellite is worth it.

Thanks all. I just did it a little while ago, although it hadn't actually defeated Prussia yet, the decision just showed up seemingly randomly after I had occupied Sigmaringen for a while. So I guess that is WAD? Thanks again.
