All I get is 12 and 13 stat ones. Every time I do get one with a reasonable score he dies with in a couple years. Is there any way to get a good one?

The simplest is to find the highest diplo non-landed male in your realm (including courtiers of your vassals) and give him a land. He'll become your vassal and can be your chancellor.
The hard way is go through the high diplo characters around the world and see if you can invite him to court because you can press his claims. This one will be very luck dependent and take a while.
You can also search through existing male children of your realm, and if any of them has a high diplo, about to become 16, and his guardian doesn't have diplo education trait, replace the guardian, and do the first step when he does become an adult.

Matrilineally marry your daughters, and try to poach chancellors from other nations. If they're claimants to some territory in that realm, or if you're lucky just claimants in general, you might be able to invite them over.

Whenever I need a good chancellor (or any council member really) I do a search of all adult, not imprisoned, not ruler, characters who are of my religion. If I find a character better than my present options, I bribe them if necessary, invite them to my court, and appoint them to the desired position.
It should be an option if you open diplomacy with them. They have to be an adult, not landed or married to someone who is landed. I still wish that an opinion would be added for that if you have an open council position and they are good at that position (say 15+ in the stat), they would either get a +++ for being offered a job, or if you could hire them for it directly as a separate option. This of course would not be there if they already have a job, but I see plenty of high-stat (even 20+) people who are simply courtiers for one reason or another, but still have no particular interest joining my court.
I find that this is often the best solution. Most of the time the ones with good stats won't accept an invite to court even with a gift and this usually only happens when they have a claim that their liege can't press. If you offer to marry him to your daughter matrilineally then he is more likely to accept and end up in your court. Landing a vassal's courtier works, but I don't usually want to land someone just to put them on my council.
