As the Three Buttons have become the new norm with regards to unique governments (staring with Shogunate, followed by Russian governments and now Iqta, Mamluks, Tribal Federations and Feudal Theocracies) and it has been heavily hinted (though, admittedly, not proven) that France is the focus of the next DLC, I guess it's fair to speculate a bit on the Three Buttons that French Monarchy will use.
I think that one of the Buttons is going to be the Estates General, it may interact in some way with the estates, though it's not necessarily. The General Estates are one of the most iconic aspects of the French Monarchy, so it's fair to say they are likely to be included. I suppose they may be some sort of economic bonus (development cost reduction?) with the possibility of increasing the estate loyalty for those who own the Cossacks.
The Musketeers might serve as the military button, giving free troop or perhaps providing a military boost. I think it could be interesting to make it a morale boost and to replace Elan with something else. Then, the French armies would only be super strong every X years, which could allow non-French players to plan around this and time their attacks.
The last Button should probably give a diplomatic boost. Perhaps an increase of opinion with everyone or something. The French was pretty much the language of most European courts for a while, so it could be fair to give France a Button based around this.
