What the hell is wrong when Daimyos annex Japan?

I've gone through a couple of games now where I start as a Daimyo and gathered enough power to overthrow Japan. But, sometimes when I annex Japan the game will force my stability down to -3 and give me massive war exhaustion. It doesn't matter if I had +2 stability beforehand, nor does any tooltip explain this punishment. What's infinitely worse though, is that it's not consistent. I've gone through games where the overthrow doesn't touch my war exhaustion or stability at all, and other games where it punishes me severely. What the hell is going on here, and what can I do to avoid it?

All daimyos have a CB on Japan to overthrow the Shogunate. I should clarify that the stability hit and war exhaustion happens when demanding annexation in the peace deal, not when starting the war.

Since a daimyo annexing Japan causes that daimyo to become a new Japan, I'm assuming something's going wrong in that transfer of tag, and you're inheriting stability and war exhaustion from the previous JAP.

If that is the problem, a work-around might be to delay accepting the event that changes you to JAP until the next month.
If you have a save where this is reproducible, reporting a bug may fix this for good.

I've started a new game, cheated myself a huge tech advantage and other goodies, and will see if I can reproduce it... So far no luck though

edit: another thing: when you annex japan, you don't switch to them automatically. There is an event that triggers that you have to accept before you turn into Japan. But iirc (haven't had the problem re-occur yet (un)fortunately) the stab hit happens before said event is accepted. I don't even know.
