That planet was never really attacked this is a former Khan faction but the Khanate ended like 70 in-game years before this point...so it was just never fixed by the AI...That looks like a poorly managed slaveworld with that processor. I'd understand if free pops died in the bombardment preventing enforcer jobs, but those modifiers seem to have been there for a long time.
Looks like the AI lost them at some point and didn't put the remaining free pops in enforcer, and just let it decay.
Did you look at the second picture? Every single building is ruined.Only weird thing I'm seeing is that there's isn't enough administrators. Why would he have just one free pop there instead of enough to keep stability over 0%? That would need only two more free pops to do the administrator jobs. 100% crime isn't really that much of a problem when the planet can revolt at any moment.

That was like, 70 years before when the Khanate conquered the system which is, a Hive Ming planet so ofc all the pops died.And there are only 26 pops. Means at least 74 pops died off or moved out; otherwise the planet couldn't have full building slots.
It's called that because it was the home-world of a Devouring Swarm before the Khanate came in.it's not called festering wound for no reason.
26 pops means there should be 5 building slots + capital. so player could have repaired few more buildings. This, of course, wouldn't have probably done anything, because there's already more jobs than there is pops, and most of those pops are slaves locked to worker strata. So there's little reason to repair stuff like labs or foundries - they would be just eating upkeep.
So there's nothing wrong with buildings, the problems is pops. Just resettling few free citizens there would stabilize the situation. Now the reason why that hasn't happened might be either lack of energy or pops to resettle or not active enough resettling policy.
Of course as it's free pops that are growing the administrator problem would solve itself, given time. There was a bug which made AI unable to repair buildings but I think it has been fixed in 2.2.3.
Yeah, it's an AI problem, but it's a little unfair to blame AI for not repairing few buildings it could repair if it wasn't optimal even for the player.
Actually now when I think of it, I haven't really seen any discussion about AI resettlement priorities. I guess that's a little hard to research since it's instantaneous., but I wouldn't be surprised if AI's resettlement was pretty slow and unresponsive.
Are you sure they aren't just doing it only in systems you didn't see? In my unmodded 2.2.4 game as a megacorp I noticed the ai upgrading a variety of buildings on the worlds i had branch offices on, particularly alloy foundries. In the mid late game they had a separate issue where they decided that building anything at all was too much work and had loads of habitats with like 7 total pops, mostly unemployed, and population controls enabled. But they did at least upgrade buildings from time to time until that kicked in. Overall the ai's handling of planets and therefore my branch office profits seemed to be way better in 2.2.4 than 2.2.3. Some of their planets were even hitting 500-600 trade value, while in 2.2.3 the most I saw was like 150.FYI: In 2.2.4 even with the Glavius AI mod for 2.2.4 I've noticed the AI still not upgrading buildings or doing a lot of the things you would hope a player would. Doesn't apply directly here but even with some of the best mods available the AI still isn't up-to-snuff![]()
Mate I saw hive minds that didn't replace clerk job buildings thinking it gives them amenities despite it not doing anything...I don't think the AI knows how to replace buildings.The issue here is that the AI doesn’t know how to fix the planet. That is an issue, but a much smaller one than if the AI had developed the planet like that with outside interference.
Teaching the AI how to fix devastated planets with messed up pop imbalances would still be a good way down my personal AI fixes priority list.
