One of the devs (doomdark, I think) said that they couldn't finish them by the release of Legacy of Rome, which was when they were originally planning to release it. It seems they had some setbacks, probably that the artists couldn't get it to a good level of quality by that time. Since PI tends to release these aesethic DLCs along with major DLCs, the Greek portrait pack will then likely be released alongside the next major DLC (which if I recall should come out around January).
Maybe their artists got sick (or quit their job) and that delayed the whole thing...
I'm all for wild speculation, but do you have anything to support considering this as a theory other than it being one possible explanation?

This would be a quick trip to the local supercenter for some more Crayola. Crayola has every color known to mankind, and I only ever used 10 or so.
