Happened to me as well, and I think Milan does get an RM with Burgundy a bit more often this patch. Anyone who's playing the likes of Holland should love this as you can very severely and very easily punish them once they leave the HRE.
if you're a catholic in europe always marry burgundy if you can, you get a shot at getting BI. I got it once as england, and then PUd france, and then formed Rome.
