... Germany would never have forced Italy to hand back so much territory if Italy had conquered so much. Hitler, despite their many disagreements, had too much personal respect for Mussolini (this was not mutual). And had Italy preformed well at the begining of the war, I can't immagine Hitler denying Italy territory, at least not without compensating it elsewhere....

You bring up a pretty big point here: What would have happened? There were some pretty big driving forces behind creating Vichy. Striking a balance against those and Italy would have been difficult. Most of the resource income is in the North favoring GER greatly. Plus GER has claim on several of the most important [resource-wise] provinces.

If there is a Vichy, maybe ITA nd GER jointly share the puppeting income if ITA has conquered X number of provinces? Not sure that we can script that, but it is certainly a reasonably historical outcome addressing most of the concerns. Maybe it can be handled by a few annual events if the mark is made where GER ships ITA additional resources?

If there is no Vichy, then there needs to be a lot of penalties to the ones holding the various provinces. These are the background reasons WHY Vichy was formed.

You bring up a pretty big point here: What would have happened?

IIRC Mussolini had to return turf to Vichy - only a few sq. miles or something, but the precedent is there (I think)

"Just" edit the save file and get the provinces you want from Vichy.

When Vichy is formed, just ask for Corsica, Toulon and Tunisia (your cores).
Always better than nothing.
